Pike Place Market PC-1 North Site Redevelopment

Today, its a parking lot. The City-owned PC 1 North site - the last substantial undeveloped parcel in the Pike Place Market Historic District - has been the subject of numerous stalemated redevelopment studies. Developing the lot involves a complex tapestry of stakeholders, interests and priorities. The Pike Place Market Preservation and Development Authority (PDA) needs new ideas and a new approach to develop PC 1 North, and hired PRR to conduct initial outreach efforts to gauge stakeholder sentiment.

PRR designed a new approach to help set the tone and direction of additional public outreach, study and development analysis. PRR's research and public involvement teams worked together through the summer of 2001 getting feedback through stakeholder interviews, intercept surveys, and speakers bureau events from constituent groups inside and outside the Market. This comprehensive public process collected many realistic ideas about how the site could be developed and funded, based on the Market and community's needs. The PDA requested PRR's further continued involvement with additional facilitation of a working session where we designed and implemented a hands-on workshop with members of the PDA Council to help direct the projects next steps and policy direction. PRR also organized a design charrette for stakeholders with architects, landscape architects, urban designers, engineers and developers resulting in the creation of viable development concepts for further consideration by the PDA Council and Seattles City Council. PRR's outreach work confirmed a broad interest in using the PC 1 North site to enhance the greater community with multiple uses, including open space.
