Winslow Tomorrow
Bainbridge Island is experiencing rapid population growth—an additional 7,000 residents is anticipated by 2025, with half living in downtown Winslow. To address the challenge of managing growth while retaining the island character and quality of life, the City created a citizen-driven planning process called "Winslow Tomorrow." Over 150 people joined the "Community Congress," the citizen body charged with developing a sustainable vision to support the island's comprehensive plan. The "Congress" hired PRR to design and facilitate a design charrette and workshop, and to assist with designing outreach materials to inform the public.
Working closely with architect/planner Jerry Ernst and the City, PRR recruited four teams of local architects, landscape architects, planners, environmentalists, developers and artists, and outside experts on transportation planning and sustainable design. To involve the public in the process, PRR designed a two-day workshop to coincide with the charrette, featuring information booths on the Arts, Sustainability, Transportation and Parking, surveys, panel discussions and charrette tours. PRR also designed graphic publications, including a newsletter and a reader-friendly Executive Summary to convey the project's progress. Winslow Tomorrow was a huge success, with over 100 people attending the final presentation. The design concepts and proposals generated community-wide discussion of what Winslow could look like in 20 years. Once vetted and prioritized, the plans, sketches and narratives established a framework for testing and evaluation of various growth scenarios. This framework—comprised of a "Blueprint" and a "Greenprint"—became the foundation for an action plan, which was unanimously adopted by City Council in November of 2005.
