Deborah Eddy Public Affairs & Policy Development
Ms. Eddy is an expert in policy analysis, strategic design, facilitation, and negotiation in a variety of disciplines, including land use and transportation. With nearly 30 years in civic affairs, her experience spans facilitation of small groups to negotiation among multiple political leaders, with deep experience in regional governance issues. As executive director of the Suburban Cities Association, 37 local governments representing 750,000+ population, she negotiated and co-authored the interlocal agreement for response to the ESA listing of the Chinook salmon. Ms. Eddy designed and supervised the successful multi-city GMA 'buildable lands' program and has brokered policy agreements and interlocal contracts on issues including land use, transportation, utilities, criminal justice, and human services. While a senior fellow at the Discovery Institute's Cascadia Center, she provided analysis and strategic direction to multi-party discussions of regional transportation structures. As mayor of Kirkland, Ms. Eddy oversaw the development of the neighborhood associations program, reconnecting citizens to their municipal government. Often invited to speak on land use, annexation, transportation, and governance issues, she adds depth to PRR's policy 'bench'. She holds a Bachelor of Science in journalism (public relations and advertising) from West Virginia University and a Juris Doctor from the University of North Carolina; and is a member of the Washington State and West Virginia Bar Associations.

Michael Read Information Architect
Mr. Read is an expert at developing communications and public involvement strategies that effectively inform and engage the public. He has worked on a wide variety of planning and capital improvement projects involving complex issues. His experience includes everything from producing stakeholder workshops and facilitated discussion groups to crafting compelling documents that concisely describe transportation, urban design, planning, and public policy issues. He has particular expertise in WSDOT graphic design standards, a skill he employs producing an array of materials for many highways, ferries, aviation, and planning division projects. His portfolio includes many reader-friendly technical documents demanding subtlety and craft in both the written word and the graphic portrayal. Mr. Read holds a Master of Architecture from the University of Washington and a Bachelor of Arts in Anthropology from Whitman College.

Marcia Wagoner Public Involvement/Facilitation
Ms. Wagoner is an expert at effective integration of the public into design and environmental processes, and in formulating strategies to bring divided bodies of constituents to agreement on pivotal issues. With experience in urban design, public policy, and public involvement, Ms. Wagoner is respected for her leadership and active engagement of the public in shaping decisions. Her 30-plus years in the industry have given her a repertoire of skills that include design and facilitation of internal development and visioning meetings, guiding innovative community involvement strategies, conducting charrettes, and integrating culturally diverse constituencies into the decision making process. Ms. Wagoner led PRR's public involvement team through such successful endeavors as the Waterfront Futures Project in Bellingham, High Point Hope VI Project for Seattle Housing Authority, South Lake Union Livability and Sustainability charrettes, and the Downtown Transportation Master Plan for the City of Redmond. Prior to joining PRR, Ms. Wagoner provided leadership in guiding the aesthetic character of Seattle as executive director of the Seattle Design Commission, where she facilitated stakeholder collaboration for projects like the Pine Street Advisory Task Force and the Downtown Design Forum, providing a springboard for revitalizing downtown Seattle. While leading the 1% for Art Program for the Seattle Arts Commission, Ms. Wagoner was pivotal to the early development of the now nationally recognized Art in Architecture program. Her skills offer PRR's clients a notable blend of experiences from varied sectors, making her an invaluable asset in a wide array of projects. Ms. Wagoner holds a Bachelor of Arts degree in urban planning from the University of Washington. Her work on the Waterfront Futures Project was recognized by the American Planning Association/Planning Association of Washington with an Honor Award.

Katrina Williams Media Planner
Ms. Williams is an expert media planner and buyer on regional and national levels. Her ability to leverage media relationships through effective planning and aggressive media negotiations brings consistent results, over-delivery on added value and lower advertising rates. Ms. Williams is an authority on print, radio, television, outdoor, online, and other non-traditional forms of advertising. She has a keen understanding of a region's psychographics and demographics. Taking into consideration the live, work, and play interactions of a target audience, she effectively provides each targeted demographic with the information that will serve them best and expertly balances the right media mix to successfully reach campaign objectives for her clients. Ms. Williams has worked with a variety of for-profit, nonprofit, and government clients including the U.S. Environmental Protection Agency, King County, City of Seattle, Evergreen Hospital, Washington State Department of Transportation, Microsoft, Seattle's Best Coffee, Molbak's Nursery, and Boys and Girls Clubs of King County. She holds a Bachelor of Arts in liberal arts from Western Washington University.
